Sector for European Union Funds and European Legislation

The Sector for European Union Funds and European Legislation coordinates the tasks of the Managing and the Responsible Authority for the use of European Union funds in the field of home affairs, coordinates and provides professional support to the Ministry’s organisational units for the use of funds, programmes and other foreign sources of funding from the pre-accession and accession programmes of the European Union, cooperates and coordinates with national authorities and European Union services in the field of the use of funds, programmes and other foreign sources of funding; monitors and reports on the implementation of funds, programmes and projects financed from other foreign sources; carries out activities relating to the application and implementation of projects funded by the European Union, such as the Recovery and Resilience Facility and the European Union Solidarity Fund, within which it coordinates the tasks of the authority responsible for the implementation of the financial contribution; provides support for the implementation of the Framework Programme for Research and Innovation – Horizon Europe; coordinates activities on the implementation of the EU instrument dedicated to funding the activities in the area of protecting environment, nature and climate – LIFE; coordinates the activities of the EU Civil Protection Mechanism programme; coordinates and provides expert assistance in EU funds programming; drafts the criteria for the selection of operations as well as the call documentation, launches calls for grants; coordinates the activities with regard to the drafting of a proposal for the Programme for the taking up of the acquis and its implementation; coordinates the drafting of opinions on requests for a preliminary ruling from the Court of Justice of the European Union; coordinates the drafting of opinions on cases of the EU law violation within the competence of the Ministry; coordinates observations on letters of formal notice and reasoned opinions of the Ministry to the European Commission; coordinates observations addressed to the Office of the Representative of the Republic of Croatia before the European Court of Human Rights; coordinates amendments to laws and other regulations within the competence of the Ministry in national legislation; coordinates tasks relating to the preparation of the Schengen evaluation and the implementation of the Schengen acquis.

European Union Funds Department

Performs a part of tasks of the Managing and the Responsible Authority for the use of European Union funds in the field of home affairs through programmes on the basis of relevant regulations of the European Union and the Republic of Croatia and the description of the management and control structure; coordinates the activities of the Republic of Croatia in the field of preparing the management and control structure for European Union funds in the field of home affairs; coordinates the activities of programming, preparing, implementing, monitoring and reporting for the programmes of the Republic of Croatia for European Union funds in the field of home affairs; coordinates and establishes cooperation with the institutions of the European Union, Croatian, international and foreign institutions and organisations; plans and organises trainings for the use of European Union funds in the field of home affairs; offers expert support to organisational units of the Ministry for the use of funds from pre-accession and accession programmes and projects of the European Union; offers expert support for the allocation of funds through Union actions; participates in the drafting of tender documentation for pre-accession funds used by the Ministry; controls the tender documentation, participates in the preparation of the publication of the tender, participates in the proposal of authorised representatives of the contracting entity and, exceptionally, in bid evaluation; participates in the realisation of contracts, monitors the implementation of programmes and projects and participates in the reporting on the implementation of the programmes and projects from pre‑accession and accession programmes of the European Union.

1. Asylum, Migration and Integration Section

Performs a part of tasks of the Managing and the Responsible Authority for the use of European Union funds in the field of asylum, migration and integration through programmes based on the relevant regulations of the European Union and the Republic of Croatia and the description of the management and control structure; coordinates the activities of the Republic of Croatia in the field of the preparation of the management and control structures for the European Union funds in the field of asylum, migration and integration; coordinates the activities of programming, preparing, implementing, monitoring and reporting for the programmes of the Republic of Croatia for European Union funds in the field of asylum, migration and integration; coordinates and establishes cooperation with institutions of the European Union, Croatian, international and foreign institutions and organisations; plans and organises trainings for the use of European Union funds in the field of asylum, migration and integration; drafts reports for programmes and projects in the field of asylum, migration and integration; monitors the implementation of the programme and coordinates the work of other bodies and organisations participating in the use of funds; prepares tender documentation and participates in the implementation of the tender procedure for funding projects awarded to civil society organisations; maintains contact with auditors concerning the programmes and projects in the field of asylum, migration and integration; on the level of the activities of the Managing and the Responsible Authority, offers expert support to all beneficiaries of funds from the programme of European Union funds in the field of asylum, migration and integration.
 
2. Borders and Visa Section

Performs a part of tasks of the Managing and the Responsible Authority for the use of European Union funds in the field of borders and visas through programmes based on the relevant regulations of the European Union and the Republic of Croatia and the description of the management and control structure; coordinates the activities of the Republic of Croatia in the field of the preparation of the management and control structures for European Union funds in the field of borders and visas; coordinates the activities of programming, preparing, implementing, monitoring and reporting for programmes of the Republic of Croatia for European Union funds in the field of borders and visas; coordinates and establishes cooperation with institutions of the European Union, Croatian, international and foreign institutions and organisations; plans and organises trainings for the use of European Union funds in the field of borders and visas; drafts reports for programmes and projects in the field of borders and visas; monitors the implementation of programmes and coordinates the work of other bodies and organisations participating in the use of funds; maintains contact with auditors concerning the programmes and projects in the field of borders and visas; on the level of the activities of the Managing and the Responsible Authority, offers expert support to all beneficiaries of funds from the programmes of European Union funds in the field of borders and visas.
 
3. Internal Security Section

Performs a part of tasks of the Managing and the Responsible Authority for using the European Union funds in the field of internal security through programmes, based on relevant regulations of the European Union and the Republic of Croatia, as well as the description of the management and control structure; coordinates the activities of the Republic of Croatia in the field of preparing the management and control structures for the European Union funds in the field of internal security; coordinates the activities of programming, preparing, implementing, monitoring and reporting for the programmes of the Republic of Croatia for the European Union funds in the field of internal security; coordinates and establishes cooperation with the institutions of the European Union, Croatian, international and foreign institutions and organisations; plans and organises trainings for using the European Union funds in the field of internal security; drafts reports for programmes and projects in the field of internal security; monitors the implementation of programmes and coordinates the work of other bodies and organisations involved in using the funds; maintains contact with auditors concerning the programmes and projects in the field of internal security; on the level of the activities of the Managing and the Responsible Authority, offers expert support to all beneficiaries of funds from the programmes of European Union funds in the field of internal security.
 
 
Department for European Union Projects and Programmes and Other Foreign Sources of Funding

Coordinates activities regarding the preparation and implementation of projects and programmes of the European Structural and Investment Funds, EU programmes and other foreign sources of funding within the scope of work of the Ministry; performs tasks regarding the preparation, selection, financing and monitoring of the implementation of projects financed by European Union funds, such as the Recovery and Resilience Facility and Solidarity Fund of the European Union, prepares criteria for the selection of operations and call documentation, launches calls for grants for programmes in which it performs the function of the authority responsible for the implementation of the financial contribution; coordinates activities regarding the drafting of strategic and programming documents for using the European Structural and Investment Funds and instruments of the European Union for the period 2021 – 2027; offers support in the implementation of the Framework Programme for Research and Innovation - Horizon Europe, performs the tasks of informing and advising tender applicants within the Horizon Europe programme and offers individualised support to participation throughout the project cycle; coordinates the activities in implementing the EU instrument dedicated to funding the activities in the area of protecting environment, nature and climate - LIFE; coordinates the activities of the EU Civil Protection Mechanism programme; offers expert assistance with the drafting of project documentation for projects funded by the European Structural and Investment Funds, EU programmes and other foreign sources in the field of home affairs; monitors the implementation of projects and offers support in their implementation to the organisational units of the Ministry; monitors tenders for projects financed by the European Structural and Investment Funds, EU programmes and other foreign sources of funding, coordinates and cooperates with the European Union institutions, state authorities as well as national, international and foreign institutions and organisations; plans and organises trainings for using the funds from the European Structural and Investment Funds, EU programmes and other foreign sources of funding; drafts reports for programmes and projects financed by the European Structural and Investment Funds, EU programmes and other foreign sources of funding; prepares criteria for selecting operations and call documentation and launches calls for grants; coordinates the activities regarding the use of pre-accession funds; participates in the work of the monitoring committee of operational programmes; participates in the work of management committees in projects funded by the European Structural and Investment Funds, EU programmes and other foreign sources of funding, participates in drafting professional publications; participates in the work of working groups of European and international organisations at expert level; enters data in the IT system for monitoring the implementation, control and reporting of the European Structural and Investment Funds, EU programmes and other foreign sources of funding from the scope of work of the Ministry.

European Legislation Department

Monitors the development of the acquis of the European Union within the competence of the Ministry and drafts the proposal of the Programme for the taking up of the acquis and its implementation; monitors and analyses the regulations of the European Union, establishes the need for their implementation into the regulations that fall within the competence of the Ministry and initiates the amendments of laws and other regulations within the competence of the Ministry and participates in their drafting; performs tasks of entering data into the notification database of the European Commission (MNE database); coordinates and participates in drafting observations on requests for a preliminary ruling from the Court of Justice of the European Union; acts in cases of the EU law violation within the competence of the Ministry, coordinates and participates in drafting the replies to letters of formal notice and reasoned opinions of the European Commission; coordinates observations sent to the Office of the Representative of the Republic of Croatia before the European Court of Human Rights; analyses the judgments and the practice of the Court of Justice of the European Union and the European Court of Human Rights within the competence of the Ministry; analyses and determines the need for amendments to replies of expert services of the Council of the EU regarding the questions of members of the European Parliament; coordinates and gives opinions on action plans for the execution of judgments and preliminary questionnaire forms in cases before the European Court of Human Rights; undertakes other necessary activities, cooperates with other state administration bodies and offers expert assistance to organisational units in order to harmonise the regulations within the competence of the Ministry with European legislation.
 
 
Sector for European Affairs and International Relations
 
Participates in the drafting and implementation of the programme of the Ministry in the area of European affairs and international relations; monitors, coordinates and participates in the implementation of all European and international activities of the Ministry; carries out direct and continuous communication with competent officials of organizational units of the Ministry and counsellors at the Permanent Representation of the Republic of Croatia to the European Union and the European Atomic Energy Community, as well as representatives of other countries and international organizations and representatives of other competent bodies; coordinates with the organisational units of the Ministry and, when necessary, with other state bodies, the proposals of national positions on common EU policies in the area of home affairs, i.e with regard to the proposals for EU documents which are proposed by the European Commission, and submitted for the adoption to the European Parliament, and the Council of the European Union; when necessary, participates in the work of working groups and bodies of the European Union, as well as in the work of European agencies together with the competent organisational units; keeps records of meetings between the bodies of the European Union and participation of representatives in the area of home affairs; carries out all preparations for contacts and cooperation on European and international levels and monitors their realisation, cooperates and coordinates with the Ministry of Foreign and European Affairs in the preparation of candidates for secondment; coordinates and participates in the preparation, drafting and implementation of international contracts and acts within the scope of work of the Ministry; participates in the preparation of ambassadors and officials for secondment and meetings; monitors, plans and analyses the activities of preparation and participation in peacekeeping missions; prepares relevant information and drafts materials related to European and international affairs for the minister and other officials of the Ministry; proposes measures for the enhancement of European and international affairs; organises expert training of officials participating in European and international activities; prepares the annual plan of European and international affairs and reports on its implementation; performs translating activities.

European Affairs Department

Performs the tasks regarding the participation of the Republic of Croatia in the work of institutions and bodies of the European Union related to the area of home affairs; carries out direct and continuous communication with competent officials of organizational units of the Ministry and counsellors at the Permanent Representation of the Republic of Croatia to the European Union and the European Atomic Energy Community, representatives of other countries, institutions and the bodies of the European Union; performs tasks related to European affairs within the competence of the Ministry directly or through the competent authorities of the Republic of Croatia; cooperates and coordinates the tasks with other organisational units of the Ministry and state administration bodies regarding European affairs; when necessary, participates in the work of working groups and bodies of the European Union, as well as in the work of European agencies together with the competent organisational units; keeps records of meetings between the bodies of the European Union and participation of representatives in the area of home affairs; consolidates, monitors and harmonises the proposals of national positions on common EU policies in the area of home affairs, i.e. for EU documents which are proposed by the European Commission, and submitted for the adoption to the European Parliament, and the Council of the European Union with organisational units of the Ministry and, when necessary, other state bodies; participates in the preparation for establishing international contacts related to European affairs and monitors their achievement; prepares the annual plan of European affairs and reports on its implementation;

Department for International Relations and Peacekeeping Missions
 
Performs tasks related to international cooperation of the Ministry directly and through the competent authorities of the Republic of Croatia; drafts proposals for international contracts and acts within the scope of work of the Ministry; maintains documentation, monitors and analyses the status and the implementation of international contracts and acts within the scope of work of the Ministry; performs all preparatory actions for international contacts and monitors the realisation of those contacts; prepares the annual plan of international cooperation, initiates international exchange of experts, scientific, technological and other cooperation between the Ministry with police and various other institutions worldwide; participates in the preparation of ambassadors and officials for secondment and meetings; drafts proposals and ensures the compliance of political positions within the scope of work of the Ministry; supervises and coordinates activities related to international cooperation within the scope of police work; monitors and analyses the activities of preparation and participation in peacekeeping missions; proposes necessary solutions for the participation of Ministry officials in peacekeeping missions; coordinates the activities related to training, drafts and ensures the compliance of training programmes and the preparation for the participation in peacekeeping missions; carries out preparatory activities before secondment to peacekeeping missions, participates in drafting proposals of internal competition for participating in peacekeeping missions; coordinates the implementation of the necessary procedures for the selection and secondment of personnel to peacekeeping missions; coordinates the procurement of the necessary equipment; maintains records on peacekeeping missions and available personnel for peacekeeping missions; performs the tasks of monitoring the application of the law and other tasks referring to peacekeeping missions; coordinates and monitors the work and actions taken by police liaison officers of the Republic of Croatia abroad and those of foreign police liaison officers responsible for cooperation with the Republic of Croatia; analyses monthly and annual reports of liaison officers; proposes improvements and enhancements in the work of police liaison officers in line with international contracts and international experience of other countries; implements preparatory and logistical activities related to the secondment of police liaison officers to work abroad; coordinates all activities regarding the secondment of police liaison officers with the Ministry of Foreign and European Affairs; when necessary, cooperates with other ministries, state authorities, representatives of foreign police and international organisations.
