At the beginning of this year, the Ministry of the Interior offered EU/EEA citizens new and improved benefits, within the public services digitalisation process. This is the first service provided for EU/EEA citizens.
The Project ePIC - Electronic Public Identification Croatia was presented by the Financial Agency in May 2018. It is financed within the framework of the CEF Programme (Connecting Europe Facility) and it builds upon the previously approved and implemented project Ensuring Access to Croatian Public e-Services within e-Citizens Platform for EU/EEA Citizens which is an upgrade to the central user identification and authentication system.
The Project aims at enabling EU/EEA citizens to access public e-services provided by Croatian institutions within the e-Citizens platform by using means of electronic identification issued in other Member States.
As the Ministry of the Interior is one of the project partners, public services which were adapted in this project pertain to giving consent and power of attorney in procedures within the competence of the Ministry of the Interior.
More precisely, according to law, in the Republic of Croatia both parents must participate in the process of issuing passports or identity cards for minors. Also, both parents have to agree on the minor’s address of permanent residence.
This e-service offers the possibility for one parent, EU/EEA citizen, to give his/her consent to the other parent to finish the process of issuing identity documents (ID card or passport) for their child or to change the child’s address of permanent residence.
The e-service also offers the possibility for an EU/EEA citizen, owner or part-owner of a real estate on the territory of the Republic of Croatia, to give his/her consent to an adult person for the registration of permanent residence on the address of that real estate (registering the temporary residence address of a tenant).
The e-service requires a high level electronic identity credential.
The Financial Agency - FINA is the Project Coordinator and the partners on the ePIC Project, in addition to the Ministry of the Interior, include the Ministry of Sea, Transport and Infrastructure, Ministry of Justice, Ministry of Construction and Physical Planning and Narodne novine d.d.
The total value of the project amounts to EUR 505,407, of which 75% (EUR 379,055) is co-financed under the Connecting Europe Facility.
