Inspection related to Private Security and Detective Affairs

The Private Security Act (Official Gazette, no. 68/03, 31/10, 139/10) lays down the requirements for performing private security services (physical and technical) and the method for carrying out activities related to private security as well as the requirements for issuing:
 
  • authorisations for performing private security services (physical and technical) to companies and sole traders,
  • authorisations to institutions for the training of security guards and guards,
  • authorisations for bringing in-house security services into operation (physical and technical protection) and
  • authorisations for carrying out activities related to private security (physical and technical).

The Private Detectives Act (Official Gazette, no. 24/09) lays down the requirements for performing detective services and carrying out detective activities, the requirements for issuing authorisations for performing detective services and authorisations for carrying out detective activities, as well as the method of carrying out detective activities.

The Act on the Protection of Financial Institutions (Official Gazette, no. 56/15) lays down the requirements for carrying out the activities involving cash and valuables, activities of security staff and persons who carry out their daily financial transactions in the said institutions as clients.

In accordance with the provisions of the said Acts, in addition to legal persons and sole traders, the abovementioned activities may be carried out by legal persons and sole traders of the European Union Member States and the signatory states of the Agreement on the European Economic Area who are authorised by an EU Member State or a signatory state of the Agreement on the European Economic Area to provide private security services and carry out detective activities, in accordance with the valid legislation of the Republic of Croatia.

Valid legislation of the Republic of Croatia defines the requirement related to establishment in line with the provisions of the regulations governing the status of EU citizens and third-country nationals as well as the requirements that need to be fulfilled in order to establish legal persons or sole traders in the Republic of Croatia, which is governed by the legislation on companies and operations of sole traders.
