Sector for Schengen Coordination and European Union Funds

The Sector for Schengen Coordination and European Union Funds coordinates the activities regarding the preparation of the Schengen evaluation and the implementation of the Schengen acquis, offers expert support to organisational units of the Ministry concerning the use of resources from funds and projects through pre-accession and accession programmes of the European Union, monitors and reports on the implementation of those programmes and projects, coordinates activities regarding the drafting of programme proposals for the adoption and implementation of the acquis, coordinates the amendments to laws and other regulations within the purview of the Ministry into national legislation.

For the purpose of performing activities from the scope of work of the Sector for Schengen Coordination and European Union Funds, the following departments have been established:
 
  1. Schengen Coordination Department
  2. European Union Funds Department
  3. Department for European Union Projects and Programmes and Other Sources of Foreign Funding
  4. European Legislation Department.

Schengen Coordination Department

The Schengen Coordination Department proposes, coordinates and directs the activities of the organisational units of the Ministry for the complete implementation of the Schengen acquis and the gradual abolition of border controls on the internal border and the implementation of the Convention Implementing the Schengen Agreement, as well as other acquis of the European Union which concern the accession to the Schengen Area. The Department also coordinates its activities with other state administration bodies which participate in the preparations for the accession to the Schengen Area, directly cooperates with institutions and bodies of the European Union, Member States, diplomatic and consular missions of the Republic of Croatia and Member States of the European Union on the implementation of the preparations for the accession to the Schengen Area, offers advisory, expert and administrative support to permanent and temporary working parties of the Republic of Croatia for the accession to the Schengen Area and coordinates the completion of the standard questionnaire for the Schengen evaluation. After acceding to the Schengen Area, coordinates the unified and coherent application of the Schengen acquis on the level of the Ministry and consequently cooperates with other state administration bodies, institutions and bodies of the European Union, with diplomatic and consular missions of the Republic of Croatia, Member States and third countries.

European Union Funds Department

Conducts the scope of work of the Responsible Authority for the use of European Union funds in the field of home affairs through national programmes on the basis of relevant regulations of the European Union and the Republic of Croatia and the description of the management and control structure; coordinates the activities of the Republic of Croatia in the field of preparing the management and control structure for European Union funds in the field of home affairs; coordinates the activities of programming, preparing, implementing, monitoring and reporting for the national programmes of the Republic of Croatia for European Union funds in the field of home affairs; coordinates and establishes cooperation with the institutions of the European Union, the Republic of Croatia, international and foreign institutions and organisations; plans and organises trainings for the use of European Union funds in the field of home affairs; offers expert support to organisational units of the Ministry for the use of funds from pre-accession and accession programmes and projects of the European Union and other foreign sources of funding; offers expert support for the allocation of funds through Union Actions; participates in the drafting of tender documentation for pre-accession funds used by the Ministry of the Interior; controls the tender documentation, participates in the preparation of the publication of the tender, participates in the proposal of authorised representatives of the contracting entity and, exceptionally, in the grading of the offers; participates in the realisation of the contract, monitors the implementation of the programmes and projects and participates in the reporting on the implementation of the programmes and projects from pre‑accession and accession programmes of the European Union.

For the performance of tasks from the scope of work of the European Union Funds Department, the following departments have been established:
 
  1. Asylum, Migration and Integration Section
  2. Borders and Visa Section
  3. Section for the area of police cooperation, preventing and combating crime, and crisis management.

1. Asylum, Migration and Integration Section

Performs a part of tasks of the Responsible Authority for the use of European Union funds in the field of asylum, migration and integration through national programmes based on the relevant regulations of the European Union and the Republic of Croatia and the description of the management and control structure; coordinates the activities of the Republic of Croatia in the field of the preparation of the management and control structures for the European Union funds in the field of asylum, migration and integration; coordinates the activities of programming, preparing, implementation, monitoring and reporting for national programmes of the Republic of Croatia for European Union funds in the field of asylum, migration and integration; coordinates and establishes cooperation with institutions of the European Union, the Republic of Croatia, international and foreign institutions and organisations; plans and organises trainings for the use of European Union funds in the field of asylum, migration and integration; drafts reports for programmes and projects in the field of asylum, migration and integration; monitors the implementation of the programme and coordinates the work of other bodies and organisations participating in the use of funds; maintains contact with auditors concerning the programmes and projects in the field of asylum, migration and integration; on the level of the activities of the Responsible Authority, offers expert support to all beneficiaries of funds from the national programmes of European Union funds in the field of asylum, migration and integration.

2. Borders and Visa Section

Performs a part of tasks of the Responsible Authority for the use of European Union funds in the field of borders and visas through national programmes based on the relevant regulations of the European Union and the Republic of Croatia and the description of the management and control structure; coordinates the activities of the Republic of Croatia in the field of the preparation of the management and control structures for European Union funds in the field of borders and visas; coordinates the activities of programming, preparing, implementation, monitoring and reporting for national programmes of the Republic of Croatia for European Union funds in the field of borders and visas; coordinates and establishes cooperation with institutions of the European Union, the Republic of Croatia, international and foreign institutions and organisations; plans and organises trainings for the use of European Union funds in the field of borders and visas; drafts reports for programmes and projects in the field of borders and visas; monitors the implementation of programmes and coordinates the work of other bodies and organisations participating in the use of funds; maintains contact with auditors concerning the programmes and projects in the field of borders and visas; on the level of the activities of the responsible authority, offers expert support to all beneficiaries of funds from the national programmes of European Union funds in the field of borders and visas.

3. Section for the area of police cooperation, preventing and combating crime, and crisis management

Performs a part of tasks of the Responsible Authority for using the European Union funds in the field of police cooperation, preventing and combating crime, and crisis management through national programmes, based on relevant regulations of the European Union and the Republic of Croatia, as well as the description of the management and control structure; coordinates the activities of the Republic of Croatia in the field of preparing the management and control structures for the European Union funds in the field of police cooperation, preventing and combating crime, and crisis management; coordinates the activities of programming, preparing, implementing, monitoring and reporting for the national programmes of the Republic of Croatia for the European Union funds in the field of police cooperation, preventing and combating crime, and crisis management; coordinates and establishes cooperation with the institutions of the European Union, the Republic of Croatia, international and foreign institutions and organisations; plans and organises trainings for using the European Union funds in the field of police cooperation, preventing and combating crime, and crisis management; drafts reports for programmes and projects in the field of police cooperation, preventing and combating crime, and crisis management; monitors the implementation of programmes and coordinates the work of other bodies and organisations involved in using the funds; maintains contact with auditors concerning the programmes and projects in the field of police cooperation, preventing and combating crime, and crisis management; on the level of the activities of the Responsible Authority, offers expert support to all beneficiaries of funds from the national programmes of European Union funds in the field of police cooperation, preventing and combating crime, and crisis management.

Department for European Union Projects and Programmes and Other Sources of Foreign Funding

Offers expert assistance with the drafting of project documentation for the projects funded by European Union funds and other foreign sources in the field of home affairs; monitors the implementation of projects and offers support in their implementation; monitors calls for projects and other instruments of the European Union funding and informs the competent organisational units thereof; coordinates and establishes cooperation with the institutions of the European Union, the Republic of Croatia, international and foreign institutions and organisations; plans and organises trainings for using the funds from the projects and programmes of the European Union; drafts reports for the programmes and projects in the field of home affairs.

European Legislation Department

Monitors the development of the acquis of the European Union within the purview of the Ministry and drafts the proposal of the Programme for the taking up of the acquis and its implementation; monitors and analyses the regulations of the European Union, establishes the need for their implementation into the regulations that fall within the competence of the Ministry and initiates the amendments of laws and other regulations within the purview of the Ministry and participates in their drafting; performs tasks of entering data into the notification database of the European Commission (MNE database); acts on preliminary rulings from the Court of Justice of the European Union, analyses the verdicts and the practice of the Court of Justice of the European Union within the purview of the Ministry; acts in cases of the EU law violation within the purview of the Ministry, participates in drafting the replies to letters of official notification and explanations of opinions of the European Commission; coordinates the work in organisational units of the Ministry concerning the treatment of cases before the European Court of Human Rights, gives opinions on action plans for the implementation of the verdict and completes the preliminary questionnaire forms in cooperation with the competent organisational units; undertakes other necessary activities in order to harmonise European legislation with the regulations within the purview of the Ministry.

SECTOR FOR EUROPEAN AFFAIRS AND INTERNATIONAL RELATIONS

Participates in the coordination, drafting and implementation of strategies and programmes of the Ministry in the area of European and international affairs; monitors, coordinates and participates in the implementation of all European and international activities of the Ministry; coordinates and participates in the implementation of preparations for the Croatian Presidency of the Council of the European Union in the area of home affairs and civil protection; ensures compliance, consolidates, monitors and harmonises the proposals of national positions on common EU policies in the area of home affairs; coordinates and harmonises comments made by organisational units with regard to the proposals for EU documents proposed/adopted by the European Parliament, Council of the European Union, European Commission and other bodies of the European Union; carries out all preparations for contacts and cooperation on European and international levels and monitors their realisation; coordinates and participates in the preparation, drafting and implementation of international contracts and acts under the Ministry’s scope of competencies; participates in the preparation of ambassadors and officials for secondments and meetings; monitors, plans and analyses activities of preparation and participation in peacekeeping missions; drafts materials related to European and international affairs for the purpose of preparing the minister and other officials for meetings; proposes measures for the enhancement of European and international affairs to the minister; performs translating activities.  

1. DEPARTMENT FOR EUROPEAN AFFAIRS AND THE PREPARATIONS FOR THE CROATIAN PRESIDENCY OF THE COUNCIL OF THE EUROPEAN UNION 

Performs and coordinates activities related to the participation of the Republic of Croatia in the work of institutions and bodies of the European Union in the area of home affairs; cooperates and coordinates activities related to European affairs with other organisational units of the Ministry and state administration bodies; consolidates, monitors and harmonises the proposals of national positions on common EU policies in the area of home affairs; coordinates and harmonises comments made by organisational units with regard to the proposals for EU documents proposed/adopted by the European Parliament, Council of the European Union, European Commission and other bodies of the European Union; drafts materials related to European affairs for the purpose of preparing the minister and other officials for meetings; participates in the preparations for international contacts regarding European affairs and monitors their realisation; prepares the annual European affairs plan and reports on its implementation. The Department also coordinates and participates in the implementation of preparations for the Croatian Presidency of the Council of the European Union in the area of home affairs and civil protection.
 
2. DEPARTMENT FOR INTERNATIONAL RELATIONS AND PEACEKEEPING MISSIONS 

Performs activities related to international cooperation of the Ministry; drafts proposals for international contracts and acts under the Ministry’s scope of competencies; maintains records, monitors and analyses the status and the implementation of international contracts and acts under the Ministry’s scope of competencies; performs all preparatory actions for international contacts and monitors the realisation of those contacts; provides the initiative for international exchange of experts, scientific and technological cooperation between the Ministry and various police forces and other institutions worldwide as well as other types of cooperation; drafts materials relevant to international affairs for the purpose of preparing the minister and other officials for meetings; participates in the preparation of ambassadors and officials; supervises and coordinates activities related to international cooperation from the scope of work of the police; monitors and analyses the activities related to the preparation of and participation in peacekeeping missions; proposes necessary solutions for the participation of Ministry officials in peacekeeping missions; coordinates the activities related to training, drafts and harmonises training programmes and the preparation for the participation in peacekeeping missions; carries out preparatory activities for secondment to peacekeeping missions, coordinates and monitors the work and actions taken by police liaison officers of the Republic of Croatia abroad and those of foreign police liaison officers responsible for cooperation with the Republic of Croatia and performs translating activities.
