Exchanging a driving licence

Exchanging a driving licence issued by a Member State of the European Economic Area (EEA) 


An application for the issuance of a driving licence is submitted at a police administration/police station competent for the issuance of driving licences.

The desk clerk fills in the application form for the issuance of a driving licence and the applicant confirms the accuracy of the data by signing the application form.

The applicant has to enclose the following documents:
  • proof of identity
  • driving licence issued by an EEA Member State
  • one photo sized 35x45 mm
  • proof of payment of 20,04 EUR - HRK 151 (fixed exchange rate) for regular procedure, 26,54 EUR - HRK 200 (fixed exchange rate) for accelerated procedure and 59,73 EUR - HRK 450 (fixed exchange rate) for urgent procedure, for a driving licence by a payment slip which can be collected at the police administration/station, general payment slip or via Internet Banking, to the state budget account, IBAN: HR1210010051863000160, model: HR65, reference number: 7005-477-OIB.

If the date of first issuance for each category is not specified on the driving licence issued in an EEA Member State, the applicant also needs to enclose a certificate from the competent EEA Member State authority on the date of first issuance for each category. If no such certificate is enclosed, the date entered as the date of first issuance for each category will be the date of issuance of the driving licence in an EEA Member State, or, if no date of issuance is specified on the driving licence issued in an EEA Member State, the date of issuance of the driving licence in the Republic of Croatia.

NOTE: There is no need to enclose a photo if, over the last five years, the applicant has been issued with a biometric passport, e-ID card, ID card containing OIB or e-driving licence issued after 4 September 2017, for the issuance of which a photo was enclosed, provided that the person’s appearance hasn’t changed significantly.

Exchanging a foreign driving licence (a licence issued in a non-EEA Member State)


An application for the issuance of a driving licence is submitted at a police administration/police station competent for the issuance of driving licences.

The desk clerk fills in the application form for the issuance of a driving licence and the applicant confirms the accuracy of the data by signing the application form.

The applicant has to enclose the following documents:
  • proof of identity
  • foreign driving licence
  • translation of a foreign driving licence if the categories for which the licence can be exchanged are not evident from the foreign driving licence, or if it is not evident whether the foreign driving licence is still valid, or if it expired more than six months ago
  • medical certificate confirming that the applicant can drive a vehicle, not older than six months
  • one photo sized 35x45 mm
  • proof of payment of 20,04 EUR - HRK 151 (fixed exchange rate) for regular procedure, 26,54 EUR - HRK 200 (fixed exchange rate) for accelerated procedure and 59,73 EUR - HRK 450 (fixed exchange rate) for urgent procedure, for a driving licence by a payment slip which can be collected at the police administration/station, general payment slip or via Internet Banking, to the state budget account, IBAN: HR1210010051863000160, model: HR65, reference number: 7005-477-OIB.If the date of first issuance for each category is not specified on the foreign driving licence, the applicant also has to enclose a certificate issued by the competent foreign authority confirming the date of first issuance for each category.

If no such certificate is enclosed, the date entered as the date of first issuance for each category will be the date of issuance of the foreign driving licence or, if no date of issuance is specified on the foreign driving licence, the date of issuance of the driving licence in the Republic of Croatia.
